Referring to your Despatch No. 13 70/69 of the 30th of December last, and the subsequent despatches which have passed on the subject of the seizure of the licensed passenger boat No. 108 "The Canton" by Authorities, made, it subsequently appeared, in virtue of a Proclamation issued by the Superintendent of Customs requiring Chinese vessels to obtain a permit from the said Superintendent to carry foreign goods to Chinese ports and places, I have the honour to state,
